I had filed for a clora-acne claim in 2000, 2004, & 2009 and was all denied. However, year later I found my original records where a Surgeon had completed burning out odd growth on side of head & face; this Surgery occurred when I returned back at Parris Island.  From Vietnam in 1969  ugly scaring.  Anyhow, in 2009 I was awarded 30%. And Mistakenly inquired how to file for retro.  The response was to take care of this now and the present filing in earlier in 2009 was what prompted the evaluation.  So I was to take care of the present and earlier 2009 claim a retro.  Ok that happened and fine.  However, I did want to and still do go back to the surgery dates in 1969. Several attempts to do so have failed.  Even filling out some form of  making a mistake. What is my options or best way of refiling for retro back to 1969?   Any assistance would be appreciated.

A1:  You cannot file for retro to 1969. The earliest that you can file is in 2000. The regulation states that the date of claim is the date of the initial claim or the date the condition began - whichever is later.  (AP)  12/2/16
